Russian warships to visit Manila


MANILA, Philippines – A group of Russian ships – a large anti-submarine ship (Admiral Panteleyev), a rescue tug (Fotiy Krylov), and a large sea tanker (Boris Butoma) – of Russian Navy will visit here tomorrow, Jan. 31.

The visit of the warships will promote the willingness of the Philippines and Russia to continue joint response to modern challenges and threats, which include international terrorism, piracy and transnational crime.

Senior politicians and representatives of the Philippine military will visit the ships while its crew will tour the country’s capital.

On February 2, the flagship of Admiral Panteleyev will be open to the public from 2:30 p.m. to 5 p.m. in Pier 15 at Manila South Harbor.

The warship has a glorious history.  It is a part of the Russian Pacific Ocean Fleet that was deployed in 2009 as part of operations to combat piracy of the Somalia coast.

US Navy Commander Back In His PH Roots


MANILA, Philippines — “Home is where the heart is.”
Thus, said Cmdr. Leopoldo Albea, Jr., the Filipino-American commanding officer of USS Wayne E. Meyer, who admitted feeling emotional as the Arleigh Burke-class guided missile destroyer of the United States Navy finally pulled into Manila on Sunday for a four-day port visit.
Albea, whose parents hail from Bicol, is one of only three or four US Navy Commanding Officers in the US Navy of Filipino heritage, according to a spokesperson of the US Embassy in Manila.
For him, stopping in Manila means returning to the country his father – retired Master Chief Mess Management Specialist Leopoldo Albea Sr. – left decades ago to join the US Navy.
In an interview aboard the USS Wayne Meyer, Albea told this writer about the humble beginnings of his father, who is a son of a fisherman from Polangui, Albay who strived hard to be able to go to school, until he eventually managed to enter the US Navy.
Once in the US Navy, Albea’s father migrated to the United States where he then met the woman who soon became his wife. According to the young Albea, his mother is a graduate of the University of Sto. Tomas.
Albea’s father spent 28 years in the service, until he retired as Master Chief Mess Management Specialist in 1992.
Albea Sr. returned to the Philippines after retiring and now, stopping in the Philippines is like coming full circle for his son.
“It was with a deep sense of pride that my father left this country to start a career in the United States Navy, and today I also feel that deep sense of pride as Filipino-American returning in command of USS Wayne E. Meyer,” said Albea.
Although hardly able to speak Tagalog having been born and raised in the US, Albea is still a Filipino at heart who proudly talks of his roots.
The Navy officer admitted he can only speak a few Filipino words but said he somehow understands the language when he listens to a conversation in Tagalog.
Among the few Tagalog words that he know are “kain na,” “konti lang,” and “bakit.”
The only son of his parents, the young Albea first visited the Philippines in 1975. He had the chance to return in 1993 as a present from his father after graduating from the US Naval Academy.
“In 1995, it was my first time to come here as a naval officer on the ship but I did not get ashore like I wanted to. I saw Manila through the window,” recounted Albea.
Asked about how he feels about coming to Manila this time, when he is now the commanding officer of the US Navy’s 58th Arleigh Burke-class guided missile destroyer, Albea said, “It was extremely emotional.”
In one instance, as they were through San Bernardino Strait, Albea said that with the mere sight of Mount Bulosan, he knew they were close to his parents’ hometown.
“Though we were just passing through, I couldn’t help but think how my parents grew up just on the other side of the strait, and now how their son was sailing through with a US Navy battlegroup,” said Albea said in one of his blogs.
“Even better, I was sailing through in command of USS Wayne E. Meyer, an opportunity I could only imagine until today. With Albay Bay just north of the entrance to San Bernardino, the thought of being so close warmed me, knowing that I have family there,” he added.
In August last year, USS Wayne E. Meyer, along with other ships from the John C. Stennis Carrier Strike Group (JCSCSG), was scheduled to visit Manila.
The visit, however, was cancelled due to inclement weather spawned by Typhoon “Mina.”
“We didn’t get to pull into Manila the last time around and unfortunately this time my father will not be able to join me, but I know he is still proud of my accomplishments,” said Albea.
“My father left the Philippines with the goal of joining the Navy, starting a family and building a home. Now I get to return while serving in the same Navy he left to join,” he added.
Albea said being the commanding officer of USS Wayne Meyer, pulling into Manila also means that bringing home fellow Filipino-American crew members of his ship.
“I’m hoping that someday, some child will remember that a sailor came to town and helped refurbish their school,” he said, noting that among the activities lined up during their port visit is the refurbishing of classrooms at a public school in Quezon City.
When asked what he would like to tell his fellow Filipinos, Albea said: “If I could stand in front of a group, I would first say I’m sorry that I am not delivering this in Tagalog.”
“But back in the United States, there are generations of Filipinos who are very proud of their culture back home. Our source of pride runs that deep.
“I hope that Filipinos in the United States, or wherever they are, as they come up and start becoming in power, wherever they are, we will keep coming back home and keep giving back. That, for me, is worth striving for.”
On a personal level, Albea said he hopes to continue coming back and hopefully giving back to the country.

Gazmin in Italy to sign defense procurement arrangement with Italian Defense Minister


Defense Secretary Voltaire Gazmin is set to sign an Implementing Arrangement (IA) with Italian Defense Minister Giampaolo Di Paola which concerns the procurement of Defense materials and equipment from Italy.

"This arrangement will help expedite the procurement from the Italian defense industry suppliers with the help of our counterparts at the Italian Ministry of Defense," Gazmin said.

Gazmin noted that this move will help in the implementation of the AFP Modernization, a primary thrust in the Aquino administration.

This arrangement will be valid for five (5) years from signing and will be automatically extended for another five years unless there is a written notice of intention to terminate.

"Our primary goal is to explore all avenues for us to really address the needs of our Defense establishment, in line with our established systems and procedures," Gazmin said.

The Philippines already acquired eighteen basic trainer aircraft from Alenia Aermacchi, an Italian company known for its design, production and support of military training aircraft. All eighteen units were delivered as of 2011.

Some of the military hardware that are being considered for procurement under the arrangement include medium lift aircraft, coast watch system radar, multi-role combat aircraft and long range patrol aircraft.

"We constantly seek ways for the improvement of our capability to address the threats we face, including disasters and other non-conventional threats to national security,” Gazmin said.

AFP to reveal powerful naval unit


PUERTO PRINCESA CITY, Philippines – The Armed Forces of the Philippines (AFP) revealed to the public its latest war material – the Barko ng Republika ng Pilipinas (BRP) Gregorio Del Pilar (PF-15).

The naval patrol boat will be opened to the public on February 5 and will be anchored at Puerto Princesa City Anchorage Area.

The open house activity aimed to show the whole country the state of readiness of the vessel as protector of Palawan waters and the West Philippine Sea.

The vessel may also serve as an added naval security to Malampaya Oil Fields and other petroleum service contract areas of the Department of Energy (DOE) in the West Philippine Sea.

BRP Gregorio del Pilar is said to be the fastest and largest warship of the Philippine Navy. It was transferred to the Philippine Navy by the United States’ Coast Guard in May 13 last year.

These latest developments are amidst the complaints from China that criticized the Philippines for allowing more US troops in the country.

Lashing the Philippine’s recent actuations, the Chinese government also warned that any negative intrusions in the disputed Spratly areas will result to economic and political sanctions from the PROC.

Palace: Philippines still committed to peace despite increased US military presence

The Philippine government on Monday stressed that it remains committed to ensuring peace and stability in the Asia-Pacific region despite its request for a stronger military cooperation with the United States.

“In connection to whatever disputes that we may have, our commitment remains firm that we will pursue every diplomatic channel, avenue and recourse that we have to be able to solve it peacefully,” said deputy presidential spokesperson Abigail Valte at a press briefing.

The Philippines on Friday said it planned to hold more joint exercises and to let more US troops rotate through the country — an offer welcomed by the United States as it seeks to expand its military power in Asia.

The move, however, prompted China’s Global Times, which is known for its nationalistic stance, to come up with a blistering editorial urging Beijing to impose sanctions against the Philippines.
But the Chinese government instead called for greater efforts towards peace and stability in the region.     

Valte: Peace will not be compromised
    
Valte said the Philippines will not compromise the peace in the region even as the country forges bilateral relations with other countries. She reiterated that the dispute on the West Philippine Sea (also South China Sea) is a small facet of the good relationship between China and the Philippines.

“We are pursuing several other relationships with them, namely, ‘yung sa trade natin, ‘yung sa tourism natin, as we have seen from the reports after the President had come back from his [state] visit [last year],” she said.

The Philippine defense and military establishments, meanwhile, downplayed China’s possible concerns about the planned increase in the presence of US troops in the Philippines.

Training needed
 
At a press briefing Monday, Defense spokesman Peter Paul Galvez reiterated that the plan to increase the number American forces in the country is merely for the conduct of training exercises with their Filipino counterparts.
 
“The increased US presence is really for the exercises,” he said, adding that Filipino troops need training as the military is buying more military equipment and hardware as part of its capability upgrade program.
 
“We have to train how to use these things properly also. There are new concepts of operations. There are some techniques that we don’t know yet,” said Galvez.
 
Galvez said the long delayed modernization program of the military aims to address internal security threats, including terrorism and poaching into the Philippine territory.

Aside from China and the Philippines, Vietnam, Taiwan, Brunei and Malaysia have rival claims to parts of the West Philippine Sea. Last year, the Philippines and Vietnam complained on increasingly aggressive acts by China in the disputed area.

Defense chief off to Italy

In a related development, Defense Secretary Voltaire Gazmin flew to Italy over the weekend to sign the implementing agreement on defense cooperation and to shop for military defense articles that may be acquired under the military’s modernization program.
 
Galvez said the 12-man party of Gazmin left Manila last Saturday and arrived in Italy on Sunday. The delegation met with the Philippine ambassador immediately after.
 
Galvez said the primary objective of the party is to sign the Implementing Arrangement of the defense cooperation forged with Italy in 2004. It was not immediately clear when would Gazmin sign the IA with his counterpart.

Army, Sipalay officials address insurgency


THE Philippine Army and the local government of Sipalay City, Negros Occidental, together with officials of Barangay Camindangan, held a meeting Monday to address the insurgency problem in said barangay, which is reputedly home to many New People's Army (NPA) rebels.
Colonel Oscar Lactao, 303rd Infantry Brigade commander, Sipalay City Councilor Dionilo Bogtae and Barangay Camindangan chief Elir Borres spearheaded the meeting at the Sipalay City Hall.
The meeting was held after a member of the NPA was killed last Friday in Sipalay City.
Lactao said they are willing to help the local government of Sipalay address the insurgency problem at Barangay Camindangan and discourage its constituents from joining the rebel group.
Donald Ligid-Ligid alias Dutay, 24, of Sitio Malipayon, Barangay Camindangan, was killed in an encounter last Friday at Sitio Mag-asawang Bukid, Barangay Camindangan.
Lactao said government troops under the 47th IB encountered about 39 NPA rebels believed to be under Bernard Alvarez alias Macky and Renel Celleon alias Kumpol of South West Front (SWF) at Sitio Mag-asawang Bukid.
Government troops recovered a 12-gauge Mossberg shotgun with five live ammunitions, two military backpacks, five civilian backpacks, ten jungle hammocks, ponchos, medical kits, cellular phone with three batteries, subversive documents, wallet, kitchen utensils, personal belongings and food stuffs, he said.
Lactao added that they received a report that, aside Ligid-Ligid, three of his companions were also injured and one of them also reportedly died.
Lactao appealed to the people of Camindangan to bring down their wounded for medical treatment in a hospital.
They will not be harmed. They should not be afraid and just face the law, he assured the rebels and their families.
Bogtae said they need the cooperation of the people of Camindangan to have a peaceful life. He also encouraged the leaders of the NPA to abandon armed struggle.
He said the City Government also gives assistance to the family of Ligid-Ligid.

Palparan lawyer: 2 missing UP students still alive


MALOLOS CITY, Philippines — Lawyer Jesus Santos, one of the counsels of fugitive Army general Jovito Palparan Jr. told the court that he received information that two missing University of the Philippines (UP) are still alive.

But the prosecution camp said it might be another dilatory tactics of Palparan lawyers, adding it will send law enforcement agency into a wild goose chase.

For Erlinda Cadapan, the mother one of the missing UP students who still hope that her daughter is still alive, it is insensitive.

Santos made the disclosure before counsels, family of victims and Judge Teodora Gonzales of Regional Trial Court (RTC) Branch 14.

In an interview after the hearing, Santos said he received a very reliable information through a phone call on Sunday night.

However, he did not disclose the identity of the source.

He said as lawyer, he believed that the information is true, however, he stressed that he still have to verify it.

“I believe it’s true, that’s why I informed the court, and I will also inform the law enforcement agency,” he said.
However, prosecution lawyers are not convinced with Santos information.

Lawyer Edre Olalia said if Santos’ information is true, he must show proof, or just present Sherlyn Cadapan and Karen Empeno in court.

Olalia added that Santos’ statement might be another dilatory tactics aimed at sending search teams of law enforcement agencies into a wild goose chase.

“If that is really true, then, Palparan and his men might be really guilty,” Olalia said.

When asked to comment on Olalia’s statements, Santos said if the Cadapan and Empenio are still alive, it will only mean that there is no case against Palparan and other accused.

“In this case, we have a kidnapping with serious illegal detention because the victims are female and are missing for about six years now,” Olila said.

Palparan along with Lt. Col. Felipe Anotado, M/Sgt. Rizal Hilario and M/Sgt. Edgardo Osorio are facing kidnapping with serious illegal detention charges before the RTC branch 14 here.

Anotado and Osorio presented themselves to court last December but Palparan and Hilario remain at large.

Sources said he is hiding in San Miguel, Bulacan but others said he is in Aurora province.

1 killed, 11 hurt in Bukidnon explosion


MANILA, Philippines – A suspected New People’s Army (NPA) guerilla was killed while 11 others, mostly children and teenagers, were injured in a explosion in Kibawe, Bukidnon past noon Monday.

Police said the unidentified NPA rebel died after an M203 grenade launcher that was accidentally dropped by a fellow guerilla exploded.

Police dismissed earlier an earlier report that indicated the fatality was a minor.

The NPA rebels were allegedly convincing residents of Barangay Sampaguita to oppose the building of a dam in their area when the explosion occurred.

Injured were 42-year-old Barceliza Sabellano, 42, and several children and teenagers, namely:

Blast rocks Cotabato market; extortion eyed


COTABATO CITY, Philippines - A blast from an improvised explosive device (IED) hit Pikit, North Cotabato Sunday evening.
Pikit cops said the explosion occurred in front of the store owned by a certain Cecilia Filipinas, which was located in front of the town’s public market.

No one was injured in the incident.

Bomb experts said based on the fragments recovered at the blast site, the IED was fashioned out of a 60-millimeter mortar, with a cellphone as its triggering device.

Police suspect extortion was the motive behind the explosion. Filipinas said she had been receiving extortion letters before the incident.

An investigation is now ongoing to determine the group behind the blast.

Admiral Panteleyev to Visit Philippines Underway Home

Pacific Fleet (PF) task unit consisting of large ASW ship Admiral Panteleyev, seagoing tanker Boris Butoma, and rescue tug Fotiy Krylovleft Indonesian port Surabaya and set a course for the port of Manila, Philippines. 

The program of the 4-day visit to Indonesia was full of events. On the first day the Russian delegation paid protocol visits to Indonesia's Eastern Fleet Commander, Surabaya Naval Base Commander, and the city mayor. 

The second day started with sport events; Russian mariners compete in soccer and volleyball with their Indonesian counterparts. Later on that day, PF sailors had coach tours around the city's places of interest. Except for cultural activities, the parties discussed program of Russian-Indonesian joint maneuvering and communications drills. 

On the third day, locals of Surabaya were allowed to visit Russian large ASW ship Admiral Panteleyev

After the visit and the farewell ceremony, PF ships held joint maneuvering and communication drills in Indonesian territorial waters.

Security forces hold consultation with stakeholders


CITY OF SAN FERNANDO — Security forces in Central Luzon (CL) under the 7th Infantry Division (7ID) conducted a one-day stakeholders’ consultative meeting over the weekend in a bid to address issues and concerns in local peacekeeping and counter-insurgency efforts here.
The meeting was under the ambit of the Armed Forces of the Philippines’ Internal Peace and Security Plan “Bayanihan” and was held at Fort Magsaysay in Nueva Ecija province.
Major General Jose Z. Mabanta Jr. of the 7ID, in an interview with Sun.Star Pampanga, said the meeting followed the theme: “Winning the Peace through ‘Bayanihan’” wherein the inputs from the consultative meeting will be used in crafting 7ID’s “Bayanihan” plan in support to the socio-economic activities and to uplift the quality life of the people in the provinces under the Division.
The meeting was aimed at soliciting inputs from the Church, local chief executives, local government units and agencies, civil society organizations, the academe, business sector, human rights advocate groups, and the Philippine National Police.
The Internal Peace and Security Plan (IPSP) “Bayanihan” was born out of a series of consultations and an intensive workshop with representatives from civil society groups, the academe, and government agencies.
“That stakeholder consultation continues. While we confront the armed threats, we also want to know as to how we can contribute to the society’s battle to other threats.
These are the threats to the basic way of life of our people”, Mabanta said.
“We will have a campaign plan for ‘Winning the Peace’. This plan will be shared, co-authored, co-crafted with other stakeholders,” Mabanta added.

8 firms want to join bidding for P174-million Army body armor


MANILA, Philippines - Eight firms have expressed interest to join the bidding for the acquisition of P174 million worth of body armor for the Army.

A list of prospective bidders obtained by The STAR showed that the companies were based in India, Korea, Serbia, Israel and the United States.

The companies are MKU PVT Ltd. of India; Concentric Industries Inc. of Korea, UM Merkata DOO of Serbia, Tactics SOG Industries of the US, Protective Products of the US, SIA of Israel, Goldbell Philippines and JEJE Enterprises.

These firms have bought bid documents from the Department of National Defense Bids and Awards Committee (DND-BAC).

The bidding for the force protection equipment was originally scheduled on Feb. 6. The BAC, however, has decided to move it to Feb. 21 after some firms requested for more time to fulfill some documentary requirements.

The project would involve the acquisition of 3,480 sets of body armors for Army soldiers.

Body armors are used to provide protection to soldiers in field units who are engaged in combat operations.

The defense department requires that bidders should have completed within five years from the submission and receipt of bids a contract similar to the project.

The bidding would be conducted through open and competitive bidding procedures. The offers will be opened in the presence of security officials, the bidders’ representatives, civil society groups and the media.

Local and foreign firms could join the bidding subject to the eligibility conditions set by the implementing rules of the procurement law.
PAF to get 22  modernization projects

 In another development, the Air Force would get 22 of the 138 modernization projects that the DND wants approved by July.

Air Force Vice Commander Maj. Gen. Renato Lorenzo Sanchez said these projects would support pilot training, air mobility and limited interdiction.

“These 22 projects alone will boost our aircraft numbers by 79 aircraft, 56 of which will be new and 23 refurbished,” Sanchez said.

Sanchez said the Air Force would also acquire a 3D radar and at least 30 engineering equipment.

“By 2016 we shall have expanded our airspace and maritime domain awareness and territorial defense capability,” he said.

“Modernization has been a long cherished dream of the Philippine Air Force and now we are finally in the threshold of realizing this dream.”

The DND aims to approve the contracts of 138 modernization projects worth P70 billion before the end of July.

Officials said the projects would support the military’s internal security operations while enhancing its territorial defense capability.

The projects would include multi-role vessels for the Navy, fighter jets and long-range patrol aircraft for the Air Force and maritime and aerial radars.
